Description | The Fiscal and Financial Management Technical Assistance Loan Project, aims at refining, and strengthening the federal multi-annual expenditure framework, upgrading the federal debt management, and at implementing the Fiscal Responsibility Law, and relative legislation, in addition to upgrading the federal financial management information system. Project components include: 1) strengthening of the federal multi-annual expenditure framework, through: the integration of planning and budgeting, by addressing pressing issues through an in-depth study, technical assistance (TA), and workshops; the evaluation of results, and feedback, by upgrading evaluation methodologies, supported by TA, including seminars/workshops; management information upgrade, by surveying line ministries, and current programs to identify systems/information problems; training, and dissemination; and, project management, and quality control; 2) debt management modernization, by strengthening the institutional, and analytical framework, directed at upgrading the Debt Office operations, providing support to the Middle Office, and senior management in identifying debt strategies, and, building the Front Office policy, and marketing capacity; 3) building upon the Fiscal Responsibility Law, and relative legislation, by training government officials in the compliance with reporting requirements, municipal management, and in implementing/assessing the fiscal framework; and, 4) financial systems modernization, by implementing an information technology (IT) program, to upgrade, and train officials in the application of IT for fiscal management, and auditing best practices. |
