Fiscal Policy Support for Economic Development in Henan

The TA will support the PRC in identifying strategic fiscal policy measures for addressing the constraints to the economic development of Henan Province. The TA will prepare a strategic report on the use of fiscal instruments for stimulating economic growth in Henan. Five background papers will be prepared as inputs to the strategic report: (i) improving livelihood of the general population and promoting a harmonius society; (ii) industrial and infrastructure development and market transformation; (iii) modern services sector development; (iv) preservation of cultural resources; and (v) fiscal strategy for export promotion. The findings of some of the studies could have wider applicability to other similarly placed provinces. Lessons from the findings of similar provincial level studies will be incorporated.
