The project would closely follow the successful pattern established for the previous fisheries project. The proceeds of the loan would be relent to fishing companies of sufficient financial strength, technical experience and managerial ability to qualify. The Land Bank of Taiwan would administer the loan on behalf of the government. Technical advice and supervision of the project would be provided by the Taiwan Fisheries Bureau, an agency of the Taiwan Provincial Government, responsible for fisheries administration, the supervision of fishermen's associations and of extension services to fishermen, the promotion of fisheries development and for advisory services for fishing harbor planning, designing and construction. The vessels would be designed and standards and specifications developed by a technical group organized by the Taiwan Fisheries Bureau. The Central Trust of China, the Government's procurement agency, would issue tenders for international competitive bidding and award contracts for the construction of the vessels in consultation with the Land Bank and the Taiwan Fisheries Bureau.
