Description | Hydro Power Free Lanka (HPFL), subsidiary of Free Lanka Capital Holdings, was planning the development of the 0.83 MW Thebuwana Mini Hydropower Plant, Thebuwana, Sri Lanka. The subsidiary executing the development was Hydro Power Free Lanka 2. Hydro Power Free Lanka was part of Free Lanka Capital Holdings, a joint venture between Browns and Perpetual Holdings. The project company entered into a Small PPA with Ceylon Electricity Board, as was reported in December 2011, and other concessions were awarded including duty free imports to the investor and grants tax holidays. Construction started in January 2011.
