Foothill Low Water Crossing

Security Paving Company, acting as the contractor for Santa Barbara County, will construct a new bridge on Foothill Road at the Cuyama River. Foothill Road will be fully closed at the Cuyama River from May 24, 2022, to the fall of 2023, weather permitting. The Department appreciates your patience while this work is completed. This project will improve the crossing of the Cuyama River under all weather conditions for residents and commercial traffic and improve emergency access during rainy periods. Replacement of the existing Low Water Crossing (LWC) at the Cuyama River with an all-season structure would provide uninterrupted access and improved safety year-round. Currently, the LWC may overtop the roadway during seasonal rain events and create nuisance flows. At times of more significant, less frequent rain events, the flow depth at the crossing increases, limiting vehicle, bicycle, and pedestrian access and periodically rendering the road impassable. At these times, the road is closed, and a 17-mile detour goes into effect. The Federal Highway Bridge Program will provide funding for the $15.9 million project. The county will temporarily provide funds for this project as costs are incurred and reimbursement from the oversubscribed Federal Highway Bridge Program occurs.
