In the government negotiations between Germany and Indonesia in 2010, an intensification of REDD+ activities within the framework of the FORCLIME program was agreed, with particular emphasis on (1) biodiversity protection and (2) integrated watershed management. The FC measure aims to ensure that the Indonesian partners develop and implement exemplary biodiversity protection and watershed measures in the pilot province of Jambi, Sumatra, and in the future also in a province in Kalimantan, within the framework of the national REDD+ concept (FC module objective). The implementation of the FC measure Forestry Program II (REDD+) is intended to achieve the following results: (1) The pressure on the forest stocks of the Kerinci Seblat National Park (Sumatra) is reduced and the park's capacities are strengthened. (2) Critical areas in the upper and middle reaches of the Merangin Sub-sub DAS (Sumatra) watershed are rehabilitated. (3) Through improved cooperation between the authorities responsible for watershed management and the Kerinci Seblat National Park (Sumatra), the land use of the municipalities along the park's borders has been stabilized. What further output (4) will be achieved will be decided when the decision is made on how to use the EUR 5 million not yet allocated in the inception phase. The target groups are primarily population groups in selected communities in the project area that depend on forests or other natural resources (currently the upper and middle reaches of the MSSD in Jambi (Sumatra)) and who benefit directly from the preservation or rehabilitation of their habitats and the natural resources that are important for their income. Other participants include the state forestry sector and local governments, which will benefit in the long term from a sustainable forestry sector. The Indonesian population and - given Indonesia's importance as an emitter of greenhouse gases - the global population will benefit from the reduction in the deforestation rate and, as a result, from a mitigation of climate change. The recipient of the grant is the Indonesian government, represented by the Ministry of Finance (MoF). The project sponsor is the Indonesian Ministry of Environment and Forestry (MoFor). The total cost of the FC measure is estimated at around EUR 25.3 million. A grant of EUR 23 million and an Indonesian contribution of approximately EUR 2.3 million are planned to finance the FC measure.
