Leveraging the startups’ growth on their role as regional and industry innovation providers is an innovative approach contributing to foster the regional development. Even if the regional RIS3 strategies reflects this need, the truth is that we are not being able to scale the startups and engage them with regional innovation at the expected pace. Regional and industrial development policies and tools still do not often take sufficient account of these needs. We want this project to be focused on results. To do so, we want our action plans to be demonstrators, de-risking the development and scale-up of novel service systems, encouraging engagement with stakeholders and users, sharing experience across Europe and identifying clusters of expertise and opportunities for partnership. The concept is outcome and SMES orientated and calls for a clear “owner” of the challenge, such as this project’s partners, to take the lead. New approaches for our addressed policies could put in danger the stakes of current stakeholders and question established administrative procedures. That’s why we need it to be accepted as a learning environment that is encouraged to trigger institutional changes. Therefore, a lasting political commitment as part of the action plans is a must. To obtain the commitments, we will: - Identify stakeholders that can really help. - Give –to policy makers and stakeholders- reasons to care about the issue, understanding that their time horizon and motivations are generally short-term. - Understand the different costs and benefits for each of them, cultivating long-term collaboration. - Engage stakeholders in the Action Plans governance
