Fulton and Elliott-Chelsea Houses Redevelopment

A redevelopment plan to replace 18 poorly maintained New York City Housing Authority buildings in Chelsea, home to around 4,500 people, with new towers including thousands of privately owned, market-rate units on publicly owned land. The project includes constructing 3,454 new apartments, with 875 priced for low- and middle-income tenants, and 2,050 replacement units for existing residents. The first phase involves relocating senior residents from the Chelsea Addition building to allow demolition and new construction, with completion of new senior housing expected by the end of 2028 and a total project timeline of 16 years.
