Description | The overarching development policy objective of the new phase of the Peace and Stabilization Fund (FFS) is to contribute to stabilizing the situation in the east of the country and reducing poverty through investments in infrastructure. This is to be achieved through targeted, integrative investments that address the factors underlying the individual local conflicts. Conflict-sensitive measures are planned, primarily in the social and economic but also agricultural sectors, to generate short-term income and revitalize local economic cycles. The target group of the project is the predominantly poor population of the particularly unstable provinces in eastern Congo, where there is a high risk that violent conflicts will break out again and again. The project is a continuation of the Peace Fund program launched in 2007 on the initiative of the BMZ (2007 65 537, 2011 66 800 and 2013 65 477). The FFS is embedded in the international strategy to support security and stability (I4S) and is being implemented in the I4S priority provinces of North and South Kivu and the former Orientale province (with a focus on the new Ituri province). EUR 20 million (BMZ 2014 67141), EUR 20 million (BMZ 2015 67270) and EUR 30 million (BMZ 2017 67573) have now been pledged to finance the new phase of the FFS, which will be implemented by an implementation consultant. In addition, up to EUR 10 million is planned as part of a stockpile review. The program duration of the entire project will be eight years. |
