This project aims to establish the foundational capacity for producing commercial real estate statistics in Estonia, in line with the forthcoming EU legal requirements and methodological developments coordinated by Eurostat. Specifically, the project addresses: Objective D: Preparing for the compilation and provision of the Commercial Real Estate Price Index (CREPI) and Commercial Real Estate Rent Index (CRERI) Objective E: Compiling weights based on the value of commercial real estate transactions As Statistics Estonia currently lacks any operational methodology, data infrastructure, or institutional procedures for these indicators, the project will focus on identifying viable national data sources, evaluating their quality, and testing multiple index methodologies including stratification, repeat-sales, and hedonic approaches. Special emphasis will be placed on the feasibility of disaggregation by property type and location, and on integrating Special Purpose Entities (SPEs) into both the indices and the value-based weighting system. The outcome will be a set of documented data sources, tested methodological prototypes, analytical reports, and transaction-based weights by segment. These deliverables will contribute directly to Eurostat’s harmonisation efforts and support Estonia’s long-term readiness to implement CREPI and CRERI in an operational setting. The project will run for 26 months, from January 2026 to February 2028, allowing time for methodological flexibility as Eurostat's guidance evolves. All activities will be implemented solely by Statistics Estonia.
