Description	In August 2006, a local private firm Fujian Zhengrong Group won an agreement to build and operate Fuzhou - Quanzhou Expressway (Putian to Xiuyu Branch) through an open competitive bidding process. The total investment on this 24.5 km road was RMB 1.295 billion (US$ 162.48 million) and Zhengrong had a 100% stake. The construction of the project commenced in October 2006 and the expressway would come into operation in 2009. Zhengrong would then operate the project for 24 years and 10 months.
