Under the authority of 49 U.S.C. section 5116(j)(1), PHMSA is soliciting applications on a competitive basis to receive grant funds for training instructors to train public-sector hazmat responders. Instructors trained under this program will be have the ability to offer training to a large number of hazmat responders at locations convenient to students and will use local facilities and resources. The foundation of the SPST Grants Program is a train the trainer model. The intent of the grant is to train hazmat instructors who will then train public-sector hazmat responders. Properly planned and maintained training programs are essential to ensuring that emergency responders who receive training under the grant will have the ability to protect nearby persons, property, and the environment from the effects of accidents or incidents involving the transportation of hazardous material in accordance with existing regulations or National Fire Protection standards for competence of responders to accidents and incidents involving hazardous materials. To the extent determined appropriate, SPST grant funds may also be used to train individuals with responsibility to respond to accidents and incidents involving hazardous material, as allowed for under section 5116 (j)(6).
