G5 Sahel Facility

The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned KfW Development Bank to set up a financing mechanism that can be used to act flexibly and in line with needs in the context of conflict and fragility in the G5 Sahel states (Mauritania, Mali, Niger, Burkina Faso, Chad). The project executing agency is an independent legal vehicle that was founded in June 2021 in the form of a German foundation under Hessian law under the name G5 Sahel Facility (Facility). The Facility has been endowed with a financial contribution of EUR 50 million by the BMZ. In the future, the Facility will pool and implement contributions from various donors. In terms of content and concept, a close link to the strategic orientation of the G5 Sahel and the Sahel Alliance is planned. The aim of the Facility is to make a contribution to peacebuilding, conflict prevention and development in fragile regions within the G5 Sahel states. The facility is designed similarly to an open program structure, i.e. intervention regions and individual measures are only selected during implementation. In order to achieve medium to long-term effects, interventions are planned along the following thematic complexes: 1) improving livelihoods and employment opportunities; 2) improving access to social and economic infrastructure and natural resources; and 3) strengthening local governance and social cohesion. Intervention regions are first selected via annual commissioning rounds, followed by the selection of the project concept and implementation partner. The selection is made by a steering committee of relevant political actors (initially BMZ and G5). Potential implementation partners for implementing the measures are consortia of non-governmental organizations and public property developers. The packages of measures in the individual intervention regions are usually implemented in a sequenced process in three blocks: 1) social cohesion, promotion of dialogue and participatory development planning; 2) investments in catalytic infrastructure to promote social cohesion and development; 3) Investments in key economic factors and strategic, more complex infrastructures.
