Description

The Gansu Guazhou Xiehe wind power project is a 210 MW wind farm in Guazhou, Gansu province. Sponsor is China Windpower Group Ltd, which received a 25-year concession from the National Development & Reform Commission (NDRC). Project is being developed by a subsidiary company, the Gansu Guazhou Xiehe Wind Power Co. Ltd. The offtaker, Gansu Provincial Grid in Northwest China, signed a PPA with the sponsor to accept all output for 25 years. EPC contractor was Jilin Xiehe Power Construction and Sinovel is the equipment supplier. Proposed construction envisioned 134 turbines with unit capacity of 1500kW, providing a total capacity of 201 MW of clean, renewable, zero-emission electricity. The project was expected to cost $249 million. Financing was closed in November 2010; $109 million of equity and $140 million of debt. The debt was split into a $45m 12-year IFC A-loan and a $95m 10-year B-loan provided by SG, Intesa Sanpaolo and Rabobank. Construction began in April 2010 and operations were expected to commence in Jan 2011. On May 23rd 2011, Jilin Power announced their intention to buy 46% stake in Gansu Guazhou Xiehe Wind Power.
