Description

The Chinese Ministry of Finance has applied to KfW for a development loan for the Gansu No. 3 People's Hospital in the Gansu Prefecture. Of the total project costs of around EUR 47.2 million, EUR 35 million are to be financed through an FC development loan. The aim of the project is to improve the quality and capacity of diagnostics and therapy at the Gansu No. 3 People's Hospital. One focus is on the diagnosis and treatment of illnesses that occur more frequently in senior citizens. In addition, adequate nursing and care capacities are to be created, particularly for older people. The FC development loan will finance medical equipment (84%), renovation work in the designated senior citizen treatment and care center (12%), and the associated building, information, and supply technology (4%). The borrower is the Government of the People's Republic of China, represented by the Ministry of Finance (MoF) based in Beijing. The No. 3 People's Hospital is a hospital in the Chinese prefecture of Gansu. 3 Peoples Hospital of Gansu Province is a state hospital that was founded in 1982 and functioned as a medical care base and hospital for party cadres for over two decades. In 2009, it was given the status of a Category II public hospital with 220 beds. The status of the hospital was further upgraded in 2016, and with the move to new premises and further expansion of bed capacity at the beginning of 2018, it was classified as a Class 3 special hospital (for geriatrics). In German terms, it can be described as a general hospital with a geriatric focus. With the planned expansion with funds from the requested FZ funding loan, the aim is to upgrade to the highest category 3A. As part of the project, the modernization of the hospital's medical technology capacities and an expansion of the provincial hospital by piloting a broader geriatric care model are planned. For this purpose, two existing building complexes - one building on the main campus and one building approximately 5 km from the main campus - are being converted or renovated into a treatment and rehabilitation center, known in the Chinese context as a senior treatment and care center. In addition, these will be equipped according to modern hygienic and medical standards, including equipment for physiotherapy and rehabilitation. With the establishment of a senior treatment and care center, the hospital's current bed capacity will be increased from 600 to 980. At the same time, additional medical equipment will be purchased for a recently occupied new building. This is intended to expand the range of services both for older patients and for regular care for the population in the catchment area. The innovative idea behind the concept is to integrate graduated geriatric care and medical aftercare after operations as well as the care of chronically ill patients into hospital operations.
