Gao slope program

The aim of the program is to quickly and visibly improve the living conditions of the population by renovating rural roads and providing additional basic infrastructure (peace dividend), thus making a short-term, effective contribution to stabilization and peace consolidation in the Gao region. By making all construction measures as labor-intensive as possible (cash for work), new income and employment opportunities are created, which offers young people in particular a perspective beyond violence. The slope program comprises three components (1) renovation of rural roads (slopes); (2) provision of economic and social infrastructure (health stations, wells, markets, livestock markets, vaccination parks and livestock wells); and (3) strengthening implementation capacities. Implementation is carried out by a coalition of international and national non-governmental organizations (NGOs) led by Deutsche Welthungerhilfe (WHH), which assume the role of deputy building owner (maître douvrage délégué) on behalf of the decentralized local authorities (Collectivités Territoriales, CT). Rapid effectiveness and visible action as well as close involvement of the local population play a key role in the selection of individual measures. The political sponsor of the project is the Ministère de l'Administration Territoriale et de la Décentralisation. The BMZ is providing a total of EUR 10.0 million over four years to finance the project.
