Description | In October 2002, the company SeaWest do Brasil, a subsidiary of the Brazilian company Ecopart Ltda, was granted an authorization by the regulatory agency ANEEL to build and operate a wind power plant located in the state of Rio de Janeiro (municipality of Sao Francisco de Itabapoana). Central Eolica de Gargau was set to have 40 MW in capacity. The 30-year contract signed with ANEEL allowed the power plant to operate in the electricity market as independent producers. This authorization granted the sponsor with the right to sell electricity in the Brazilian wholesale market. A special purpose company, named Gargau Energetica S.A., was created to manage the project. The total investment commitment was US$ 65 million (BRL 130 million), partly financed by Rio de Janeiro State government development fund INVESTRIO. Construction works on the Gargau wind power plant commenced in April 2008 for a initial capacity of 28 MW. In August 2009, Allianz insured the project against engineering and commercial risks (contract worth more than US$ 70 million or BRL 140 million). Operations commenced in October 2010. Wobben Windpower signed power purchase agreements arranged with the state-owned company Eletrobras for 20 years through the Brazilian Federal program PROINFA (incentive program for alternative power generating companies).
