The project includes the use of massive tunnel-boring machines (TBMs) to excavate tunnels from New Jersey to Manhattan, cut-and-cover construction near Penn Station, and stabilization of the riverbed with a steel cofferdam. Excavation is underway with the first TBMs arriving in New Jersey in fall 2025 and excavation starting in 2026. The project is expected to be completed with new tubes opening by 2035 and repairs to the existing North River Tunnel finishing by 2038. |
