The TC will work on three fronts to achieve this overall objective. First, it sets out to develop a Module on Gender and Municipal Development. The Module will provide practical guidance to local actors, policy-makers, planners and project managers on how to integrate equal opportunities into municipal development programs and projects. The Module will encompass a set of Gender Indicators, as well as a training methodology for the training of local actors, which will be published in a separate Training Guide. Second, based on the Module, the TC will develop a capacity for gender mainstreaming in two Nicaraguan municipalities that are directly linked to a project in Nicaragua called Municipal Strengthening and Development Program (NI-0156). Third, the TC will disseminate the Module among Bank divisions and counterparts working with municipal development issues. In addition, the WID-unit will use the Module in gender trainings for Bank staff and counterparts.
