The Geospatial Infrastructure and Valuation Enhancement (GIVE) Project continues support to Bosnia and Herzegovina's (BiH) land sector reforms. Through this Additional Financing (AF), the Project will now be implemented in both the Federation of Bosnia and Herzegovina (FBiH) and Republika Srpska (RS). Activities that will be financed include (i) enhancement of geospatial information systems; (ii) establishment of key registers; (iii) development and rollout of methodologies for mass valuation; and (iv) construction and operationalization of a central archive building for all paper land records in RS.With this AF, the Project will now consist of the following five components:Component A: Support to the Establishment of Spatial Data Infrastructure. Additional activities include (i) further development of RS's Geoportal and interoperability of different governmental datasets; (ii) geospatial data collection, processing, and management; (iii) IT hardware and software development; and (iv) development of new e-services for enhanced use of geospatial data by different stakeholders.Component B: Building Register Development. This component's design and financing will remain the same and will not be modified under the AF.Component C: Real Estate Valuation. Additional activities will include (i) entity-wide data collection and integration of property attributes; (ii) development of a unified property valuation registry; (iii) support to the development of mass valuation models for all types of property; and (iv) support to the development of a mass valuation appeals system.Component D: Capacity Building and Project Management. Additional activities include (i) RS project implementation unit staff costs; (ii) rental of office premises; (iii) support to policy and further institutional development of RGA to account for its additional responsibilities related to geospatial information management and property valuation; and (iv) capacity building programs and other related trainings for improvement of human and technical capacities at RGA.Component E: Central Archive Construction. This new component will finance the construction of RGA's new central archive building that will house all analogue land records for the entity while also acting as a repository for IT infrastructure and digital archiving systems to make the records accessible to government actors, businesses, and citizens. The building will be constructed on land purchased via the Real Estate Registration Project (P128950). Specific activities include (i) development of technical specifications for construction and civil works for the digital archive facility; (ii) procurement of construction and civil works for the digital archive facility; and (iii) procurement of IT infrastructure and digital archiving systems; and (iv) supervision of construction works.GIVE and its AF are closely aligned with the World Bank's CPF for BiH for FY23-FY27. The CPF sets out the overall objective of supporting BiH in achieving a sustained recovery from the impacts of the COVID-19 pandemic along with reforms in line with the country's ambition to join the EU and reach higher living standards, including job creation. Specifically, GIVE contributes towards the achievement of CPF Objectives 1 (Increased private sector growth) and 4 (Improved performance of selected state-wide enterprises and public institutions for better service delivery). Under Objective 1, GIVE contributes to increasing the competitiveness of BiH's economy by helping to clarify valuation to stimulate credit markets that will help increase access to finance for businesses. Moreover, enhanced geospatial information management and associated e-services development and provision can help the private sector make informed decisions for investments and more readily access needed services and documentation for enhanced business development. Objective 4 is supported by helping public institutions improve their service delivery. GIVE supports the standardization and interoperability of geospatial information used by different FBiH and RS government institutions for informed decision-making and public service provision. Additionally, investments in the establishment of key registers in both entities will help to provide vital data for infrastructure and utility planning and management.
