Description

Ghana has a road network of about 94,203 km, of which 27 percent paved and 73% unpaved. More than 50 percent of the network, including many feeder and secondary roads, is in fair to impassable condition. Road density and coverage are unevenly distributed: the north of the country remains poorly served, while the southern half has greater road density supporting agricultural and livestock production, but often at a poor service level that increases travel distances and costs to markets and limits opportunities. In fact, the population in the north is better connected to neighbor’s countries and has some comparative productivity agricultural advantages. To address these challenges, the Government of Ghana recently launched the Big Push Initiative 2025. The Program is aimed at reducing the investment gap in key sectors and revitalizing aging, poorly maintained infrastructure. Among its priorities are feeder roads, which play a crucial role in linking rural areas to main transport corridors. Investing in feeder roads is essential to connect farms and rural communities with markets, reduce transport costs and post-harvest losses, and improve access to services. Strengthening these networks will boost agricultural productivity, competitiveness, and inclusive growth, while better connecting isolated regions of the country. The proposed operation will support (i) the rehabilitation of selected feeder roads linked to key agricultural and industrial value chains, (ii) the road fund reform for improved maintenance and (iii) private sector mobilization through technical assistance.
