Description | ContextThe 2030 Agenda and Sustainable Development Goals (SDGs) create a framework for all countries to combat poverty. Within this background, social protection systems have an important role to play, since they aim to protect the population against social, economic and natural risks. In addition, effective social protection systems promote the active participation of all population groups in economic growth processes, contribute to the reduction of inequalities and thus support sustainable and inclusive social development. Numerous countries have therefore incorporated the establishment and expansion of universal social protection systems into their national development strategies and plans to ultimately ensure income security and support to all people across the life cycle. Despite this progress, 73 per cent of the world's population have only partial or no access to comprehensive social protection systems. Many developing and emerging countries want to align their efforts more closely with the principles of the 2030 Agenda and its underlying goal of promoting prosperity for all through global partnerships based on human dignity.ObjectiveNational and international reform processes are increasingly oriented towards universal social protection in accordance with the 2030 Agenda.ApproachThe programme takes up the principles of the 2030 Agenda (universality, indivisibility, leaving no one behind, participation and accountability) and acts in accordance with the Global Partnership for Universal Social Protection 2030 to achieve the Sustainable Development Goals (USP2030). It supports the exchange of experiences, mutual learning and political participation of and between national partners and global actors on social protection topics. It supports countries in joining USP2030 for participating on the global political level as well as the design and utilisation of the countries' experience and knowledge and the integration of the results into national policy processes. Here, it acts as an intermediary, promoting adequate exchange formats and platforms, which are jointly developed with the partners. These include face-to-face and virtual formats such as online communities, specialist events and conferences, workshops, learning forums, live streams and webinars on different aspects of social protection, including adaptive social protection, beneficiary identification and registration, early childhood development, and economic inclusion.The programme follows a multi-stakeholder approach and involves various actors in the implementation of its activities. The main partners of the programme are national ministries and development agencies of the participating countries Mexico, South Africa, Indonesia, Chile, Peru, Brazil, Malawi, India, Viet Nam, Philippines and further countries such as Argentina and China. The programme also works closely together with bilateral, regional and global German development cooperation projects, regional organisations such as the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) and the African Union (AU), as well as international partners such as the World Bank Group's Global Practice Social Protection and Jobs and the International Policy Centre for Inclusive Growth (IPC-IG) on the platform www.socialprotection.ImpactIn an Initial Workshop, the programme gathered its partners to jointly define relevant topics, methods and actors. Based on this and in continuous exchange with the partners, learning and exchange events will be conducted over the duration of the project.The cooperation of the programme with the Partnership for Economic Inclusion enables the programme to achieve national impacts in a large number of countries that want to implement or expand Economic Inclusion Programmes.Through innovation hubs planned and implemented together with the partners, the programme brings countries together on concrete issues of social protection in order to work together on possible solutions. |
