The Poverty Alleviation and Capacity Building project seeks to improve the living conditions of the urban population, and of the poor in particular. The project will focus on 1) the sustainable provision of adequate public infrastructure and services; and 2) the development of a lasting, enabling environment for municipal investment financing and for employment creation and income generation. The project has three main components: a) The investment component will concern subprojects of infrastructure or public facilities in urban areas, either to be built or rehabilitated. This component will also comprise the establishment of an area-wide, solid waste collection and disposal system. b) The capacity building component will finance i) training, technical assistance and support for the government, ii) training for local consultants and contractors, and iii) support for Gabian Agency for Management of Public Works. c) The studies component will benefit the local government authorities (LGAs) by getting physical and financial management audits ; Greater Banjul Area (GBA) by defining institutional and financial framework of a solid waste system; Banjul City Council (BCC) by carrying out an engineering study of the rehabilitation of a storm water drainage and sanitation system; and urban sector by conducting a feasibility study to create a Municipal Development Fund.
