The FC project with a focus on good governance/decentralization is part of a joint development cooperation program promoting good governance as a contribution to the implementation of decentralization. The aim of the FC module is to strengthen medium-sized cities as regional growth centers by promoting local economic cycles, in particular through sustainable use of the municipal infrastructure provided, and by improving local governance. This is intended to contribute to the basic provision of economic infrastructure and public services as well as political participation at the municipal level. At the same time, this is intended to lay the foundations for the cities' participation in the decentralization process. Eight medium-sized cities were selected for the project: Kpalimé, Sokodé and Tsévié (from Phase I) as well as Aného, Atakpamé, Dapaong, Kara and Sotouboua. The target group is the inhabitants of these medium-sized cities and their surrounding areas. The FC module consists of three components that complement the TZ module: 1. Expansion or renovation of priority economic and revenue-generating infrastructure, 2. Strengthening the capacity of local authorities as developers, in operation and maintenance as well as in generating their own income and 3. Use of an innovative citizen participation system to strengthen transparency and participation in local administrative processes. The total costs of the FC project are based on the available funds of EUR 13.8 million, of which EUR 12 million are to be financed from FC funds, EUR 1.8 million (15% of the FC contribution) from the Togolese government's own contributions and around EUR 185,000 from the five newly added medium-sized towns' own contributions.
