Description

Description

The objective of the second phase of the Governance to Enable Service Delivery Project (GESD 2.0) is to further institutionalize and scale-up the results-based financing architecture of the Performance Based Grant (PBG) introduced by the first operation in the Government of Malawi's broader system of fiscal decentralization to improve service delivery for citizens. This will potentially include: (1) Incentivizing the sustainable financing, harmonization and alignment the current rural development grant funded by the PBG; (2) Expansion of the PBG to a sub-set of urban local governments to build the institutional capability for implementation of the growth objectives of the Government of Malawi's (GoM) secondary cities agenda; (3) Introduction of incentives for central Ministries, Departments and Agencies (MDA) for the delivery of their roles to co-produce decentralized service delivery functions with local governments; and (4) Introduction of a Sector Conditional Grant to expand the results-based financing architecture to non-wage, operational financing to further strengthen incentives for improved service delivery results for citizens.
