Description

Description

The main objective of this project is to replace a downstream flow restriction that would allow the design flow from the Grant Devine Dam spillway to pass beyond the Canadian Pacific Railway (CPR) crossing. The Grant Devine Dam, formerly known as the Alameda Dam, is located 3.5 km east of Alameda, SK, and located approximately 1 km upstream from a railway embankment crossing the Moose Mountain Creek. The railway embankment is owned by CPR and is approximately 27m high, 85m wide at the base, and spans across the valley. The embankment was built in in the early 1900’s while the dam was constructed in the 1990s. Both the Grant Devine Dam and the CPR embankment are constructed along the Moose Mountain Creek. When water is released from the dam it flows down the creek and passes through the concrete arch structure within the embankment. The hydraulic capacity of the concrete arch structure is inadequate when the spillway of the dam is used to pass approximately 25% of its design capacity. The inability of the culvert to pass the spillway flows results in a backup and rapid rise of water behind the CPR embankment. To mitigate the above problem, WSA would like to design and to construct a new embankment and install a 3-span approximately 210 m bridge across the valley. Once the construction of the new bridge and embankment is completed, the existing structure and embankment would be removed.
