Provision of a sovereign loan of up to EUR 120 million to the Republic of Azerbaijan (the "Borrower") for the benefit of the Azerbaijan State Water Resources Agency (the "Water Agency"), a government entity in charge of managing water resources in Azerbaijan. The Bank will support the reconstruction of water supply, sanitation, construction of the wastewater treatment plant (“WWTP”) and stormwater management network in the city of Ganja (the "Project"). The Project is the second phase of a broader Priority Investment Programme ("PIP") with an estimated total cost of EUR 410 million, for major modernisation of the Ganja water infrastructure. The Loan will be used to finance construction of a new WWTP with the capacity of 95,540 m3/day average flow (400,000 population equivalent (P.E.)) to meet both national and EU requirements for urban wastewater treatment and improve sewage sludge management. The wider project scope also includes construction of a discharge pipe to transport the treated effluent into the irrigation canal during the growing season for reuse in agriculture, and during the non-growing season it would be discharged into the Goshgarchay (Goshgar) River. Access road will also be constructed for operation and maintenance, and external electricity supply to the WWTP provided under the contract. Once implemented, the Project will also lead to reducing local pollution and odour, increase in water reuse in agriculture to improve climate resilience and address water scarcity.
