Great Lakes Offshore Wind Energy Project

The Great Lakes region, despite its vast wind energy potential, currently has no offshore wind energy projects. Past efforts like the Icebreaker project in Lake Erie off Cleveland, which aimed to provide 20 megawatts of electricity, fizzled out in 2023. Recently, the project was acquired by Mighty Waves Energy, raising hopes for future development. Offshore wind in the Great Lakes could provide three times the electricity used by the eight U.S. Great Lakes states and has the potential to supply more than 100% of Ontario's electricity needs. However, challenges include jurisdictional fragmentation, inadequate planning, policy instability, litigation, political will, environmental concerns, and economic costs.
