Description

The development objective of Greater Casablanca Mobility and Logistics Hub Project for Morocco is to improve access to jobs and critical services by increasing the level of service of passenger railways in Greater Casablanca and to strengthen the capacity of ONCF for planning and financing railways infrastructure. Government Subprogram I – Development of passenger rail transport infrastructure and services in Casablanca-Settat, has two parts: Part A - Intercity Railway Passenger Services, will develop two new railway services in the Casablanca-Settat region; and Part B - Metropolitan railway passenger infrastructure, will entail the development of the new SIR which will be an electrified passenger rail service within Greater Casablanca. Government Subprogram II – Railway station development, is expected at this stage to build and / or upgrade 16 multimodal train stations to expand access to railway passenger services for communities and users in the Casablanca-Settat region. Government Subprogram III – Rail-based logistics, will further enhance logistics facilities to make use of the expanded capacity for freight transport in Greater Casablanca. Government Subprogram IV – Integrated planning, coordination, and financing, has two parts: Part A - Financing. Part A will develop a multi-annual contractual framework (or equivalent) that will govern the relationship between the ONCF and the GoM (represented by the MEF), in the period 2024-2030; and Part B - Planning and coordination, aims to strengthen integrated planning, coordination, and management of railway passenger and freight transport and logistics activities in the Casablanca-Settat region. The PforR Program financed through the operation will include a subset of the government’s overall program. Total expenditures under the PforR Program are estimated at US$ 0.815 billion.
