The Greater Manchester’s £3.8 billion (US$4.9 billion) waste management overhaul is a 25-year private finance initiative deal signed in 2009 with the Viridor Laing consortium. At the time it was one of the UK’s largest PFI deals.The contract encompassed a £631 million construction programme of large-scale developments, taking in 43 schemes at 27 locations.The deal has seen the consortium handle around waste a year generated by Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside and Trafford councils, with a total population of around 2.3 million.The project included: 24 household waste recycling centres, 17 of which are being majorly refurbished • 1 materials recovery facility • 4 in-vessel composting facilities • 5 mechanical biological treatment plants (including 4 anaerobic digestion facilities) • An existing energy from waste facility at Bolton and a new combined heat and power facility at Runcorn • 2 green waste shredding facilities • 7 transfer loading stations • 4 education centres
