Project description Subdivision of a 50.28 acre site into 177 single family residential lots and multiple tracts for access, stormwater, wetlands/buffers, open space, tree preservation, and a transit stop. The site is located in the 2200 hundred block of Cooper Point Road. Access to the development will be from Cooper Point Road and Grove Road and lots will be served by city sewer and water. A preliminary plat application for the project was first submitted on January 23, 2019 and deemed complete on February 12, 2019. Project status February 13, 2023 The 5th submittal packet was provided by the applicant and routed to the City’s Site Plan Review Committee to evaluate for code compliance. The revisions were routed to applicable outside agencies for review. Once the review is complete the next step in the process will begin, which is likely to be a public hearing. Notice of the Hearing will be sent to all parties of record, property owners within 300’ of the project site, posted on this website, and published in the newspaper. Comments for the Hearing Examiner will be solicited once a hearing date has been determined. Revised submittal documents can be viewed below. January 17, 2023 The comment period for the SEPA MDNS closed on December 23, 2022, and the appeal period closed on December 30, 2022. Several comment letters were submitted, and an appeal was filed by the applicant. Comment letters and the applicant’s appeal statement can be viewed below under Current Documents. A prehearing conference was held on January 10, 2023, where the parties involved agreed to postpone the public hearing to allow the applicant to submit revised application materials in response to City review comments dated December 2, 2022. Following review of this information the City will evaluate the project’s compliance with the applicable code requirements. Mitigation measures in the MDNS may be modified pending the outcome of the City’s review. The public hearing, scheduled for January 23, 2023, has been postponed. Once revised application materials are submitted and reviewed by city staff, the public hearing will be rescheduled. At that time, public hearing notice will be reissued. December 9, 2022 The City has completed its review of revised application materials accepted on October 11, 2022. While the submittal addressed some of the City’s review comments from the prior review, outstanding issues were identified pertaining to stormwater, transportation, safe walking routes, critical areas, and property protection standards. The City will be moving forward to a public hearing with a recommendation of denial. A SEPA Mitigated Determination of Nonsignificance (MDNS) was issued on December 9, 2022, and a public hearing scheduled for 5:30 p.m., Monday, January 23, 2023. The public hearing will be held in person in the City Council Chambers with an option to attend remotely to present testimony. Staff will review the revised plans and reports for compliance with City codes and standards, after which a public hearing will be scheduled. October 21, 2021 Revised application materials were submitted by the applicant on October 7 and deemed complete for review by city staff on October 20, 2021. Staff will review the revised plans and reports for compliance with City codes and standards and assuming no additional information is needed, will issue a SEPA threshold determination and schedule the public hearing. Revised application materials can be found in the documents section below. April 23, 2021 The City provided substantive review comments to the applicant on April 22, 2021. Comments and related attachments can be found in the Documents section below. Public comments submitted through March 31, 2021 can also be found in the Documents section below. February 9, 2021 The City completed the initial review of the project and provided substantive review comments to the applicant on August 8, 2019. The City received a revised application responding to these comments on December 29, 2020 and accepted them on January 25, 2021 for purposes of starting the second review cycle. The next step in the process is for staff to review the application materials for compliance with city codes and standards. Staff anticipates completing this review by March 26, 2021, and assuming no additional information is needed from the applicant, will issue a SEPA threshold determination and schedule the public hearing. While the first comment period ended on March 1, 2019, the City will accept public comments up to and through the public hearing.
