The Project aims at increasing the population’s access to more disaster resilient infrastructure by addressing key sections of high risk on primary inland and coastal transport corridors that are critical to connect the north and south of the island on the Eastern side, as well as the three biggest cities, namely the capital city of St. Georges, Gouyave and Grenville. The proposed interventions will reduce risks to connectivity disruption caused by natural hazards and projected climate change impacts. These efforts will be complemented by the development of risk informed strategies for road assets management, an analysis of urban flooding issues in Grenville, and the development of a flood management strategy. Finally, the GoG's capacity to manage road assets while making use of risk information will be strengthened in order to ensure the sustainability of road infrastructure investments and medium- to long-term resilience.The proposed Project is in line with the Organization of Eastern Caribbean States (OECS) FY15-19 Regional Partnership Strategy (RPS) as updated in the Performance and Learning Review in 2018, which aims at supporting the OECS in strengthening cross-cutting resilience, as well as the FY22-FY25 Regional Partnership Framework (RPF) which is currently under preparation. Thereby, Project activities will directly contribute to outcome seven “improved capacity to prepare for, respond to, and mitigate natural disasters” of the FY15-19 RPS and RPF objective one “enhance environmental protection and climate change response” through increasing climate and disaster resilience of critical infrastructure, while additional technical assistance will complement this effort through strengthening institutional capacity to build resilience through conducting studies, assessments and designs.
