Description

The objectives of the Second Growth Policy Reform Credit are to help overcome policy constraints and institutional bottlenecks to growth in Niger by: (i) improving the business environment; (ii) enhancing road maintenance, (iii) promoting rural sector growth; and (iv) pursuing public finance management reform. Specifically, the credit supports reforms in four policy areas: strengthening the global competitiveness of Niger through improvements in the fiscal regime and financial sector reforms; supporting the delivery of road infrastructure services through enhanced funding for road maintenance; supporting agriculture sector and rural development through the reform of systems for the delivery of agricultural inputs and extension services; and strengthening public expenditure management through better alignment of budgets with the Poverty Reduction Strategy Paper (PRSP), improvements in the comprehensiveness of the budget, and procurement reforms.
