Decree 10,725 of June 22, 2021, qualified the New Children's Hospital, located in the municipality of Guarulhos, State of São Paulo, within the scope of the Investment Partnership Program of the Civil House of the Presidency of the Republic, for the purposes of carrying out studies for alternative partnerships with the private sector, with a view to implementing and adapting the facilities of the aforementioned Hospital to improve service to the public. The project envisages the implementation of new health equipment with a significant expansion of the capacity to serve the child and youth population. Service age range: users up to 19 years, 11 months and 29 days (except CER, imaging service and clinical analysis laboratory, which can serve all ages). Proposed services: Emergency Room (open door) in the following specialties: pediatrics, orthopedics, otorhinolaryngology, pediatric surgery, oral and maxillofacial, psychiatry; and Pediatric ICU, Day Hospital, Wards and Psychiatry. The project also envisages the implementation of a surgical complex with 3 operating rooms in continuous operation, an outpatient clinic with 6 offices serving different specialties, a rehabilitation center (a unit dedicated to specialized care for people with disabilities), a technical and logistical support structure such as a pharmacy. , lactation, linen, maintenance and others. The structuring is being carried out by the Municipality of Guarulhos in partnership with the National Bank for Economic and Social Development (BNDES). The modeling is carried out by the Consórcio Modelagem Hospital Guarulhos (formed by Houer Consultoria e Concessões Ltda., Maciel Rocha Advogados and NBC Arquitetura e Construções Ltda. and Estel Engenharia Ltda), hired by BNDES to support the provision of technical services and preparation of studies by the electronic auction 32/2020. This PPP, in the administrative concession modality, will build, on new land owned by the city hall, equip, operate and maintain all the services of the new hospital, the so-called integrated model unites the assistance services within the scope of just one contract (Bata Branca) and support for hospital management (Bata Cinza). The provision of services at the new Children's Hospital of Guarulhos (HIG) will follow the principles of universality and free of charge, guaranteed by the Federal Constitution, to the hospital's target audience within the scope of the Unified Health System (SUS).
