The Guatemala Civil Aviation Recovery Program Project aims to strengthen the country’s air transport sector by improving safety, security, and climate resilience at selected airports and aerodromes, while strengthening the institutional foundations of Guatemala’s civil aviation sector. It will contribute to improved national and regional connectivity, economic competitiveness, and climate-resilient development. It includes the rehabilitation of infrastructure and air navigation systems, enhanced runway safety and resilience to climate events, improved airport and aerodrome perimeter security, implementation of advanced safety management systems, and construction of environmentally sustainable facilities, incorporating energy-efficiency measures aimed at reducing the carbon footprint. Institutional capacity building will support the Civil Aviation Authority to enhance regulatory and operational capacities. The Project will assist establishing two new entities to regulate and operate the sector, guiding their effective institutional design, establishment, governance, and long-term functioning with policies and planning aligned to international best practices. The Project will also deliver comprehensive training, technical assistances, and studies to strengthen institutional and technical capacities in the aviation sector. This will include the development of continuous training aligned with ICAO SARPs as well as updated licensing and certification programs for oversight and operational personnel, improving overall safety levels and promoting gender inclusion, particularly by increasing the participation of women in the aviation sector. Additionally, the program will provide technical, operational, and fiduciary support to the Project Implementation Unit to ensure effective implementation, as well as resources for project management, E&S compliance, and stakeholder engagement.
