Description | The Institutional Support Study for the National Water Points Service (SNAPE) responds to the will of the Guinean authorities and the main donors of the PNAEPA to make effective the implementation of the provisions provided for in the decree on the reorganization of the SNAPE. It falls within the framework of Guinea's third Poverty Reduction Strategy Paper (PRSP III) for the period 2012-2015, particularly its first pillar focusing on "governance and institutional and human capacity building". The study is structured around two components, namely (i) the development of a project to reorganize SNAPE based on an assessment of its tasks and institutional capacity and, finally, the development of an optimal organizational chart; and (ii) the proposal of a framework for consultation of WATSAN sector stakeholders in line with the new strategy for the development of the public water service. It will be carried out in three phases, each of which will end with the drafting of a report and the holding of a workshop, i.e. (i) an inventory of the sector, the current institutional capacity and the new prerogatives of SNAPE; (ii) the definition of an optimal SNAPE organization chart with the elaboration of job description sheets, a proposal for the assignment of current staff and a short- and medium-term training plan, and a provisional report on the implementation of the reorganization; and (iii) the identification of synergies between ongoing initiatives and the proposal of the mode of operation and content of the manual of procedure to be imposed on all actors involved in the sector. The implementation of its recommendations should enable the SNAPE to accomplish its mission of support-advice to the communes in terms of access to drinking water in accordance with the decentralization policy, the SNDSPE and the PNAEPA, while guaranteeing its financial viability. The study will be carried out by SNAPE with the support of a consultancy firm over a period of 8 months, from April to November 2014. The estimated pre-tax cost of the study is UA 395,711. |
