Description | The Economic and Financial Strengthening Governance Support Project (PARGEF) is part of a concerted and urgent effort of the international community to restore the rule of law and promote economic recovery. It has been elaborated to overcome a deeply dysfunctional public administration in Guinea Bissau affected by strong political instability for more than a decade. The expected outcomes of this project are: (i) reduced impunity through easy access to justice, professionally trained CSOs (Civil Society Organizations) to better play their roles as watchdogs, a strengthened and operational Court of Auditors following the amendment of its Organic Law, the drafting of the Court implementation decrees, and the training of 34 employees (including 10 women) ; (ii) a full and accurate implementation of WAEMU (West African Economic and Monetary Union) directives on the oversight exercised by State authorities, particularly over the DGCF, IGF, DGP and the ARMP ; (iii) increased tax revenue that would raise the tax burden from 7.5% in 2013 to 13% in 2018 and (iv) economic empowerment of women through the formulation and implementation of a female entrepreneurship development strategy, the creation of incubators and support tools ; and (v) the update of the Code on Private and State-Owned Land, and officer training on its use in 2016. The estimated duration for the project implementation is 48 months (from July 2015 to June 2019). The project is structured around three (03) components: (i) strengthening corruption control and prevention ; (ii) supporting resource mobilization and economic recovery ; and (iii) supporting reform coordination and monitoring. |
