Description

In the event of an eligible crisis, the CERP can be activated to finance immediate response needs, as applicable given the nature of the crisis. The Eligible crises for this CERP include natural disasters (such as earthquakes, floods, and extreme weather), man-made crises (like industrial accidents and environmental disasters), public health emergencies (including epidemics and pandemics), social and economic shocks (such as food insecurity and large-scale displacement), political and security crises (including armed conflict and terrorism), and other emergencies that cause or threaten major adverse economic or social impacts. This is intended to mitigate the immediate impacts of crises on vulnerable populations by aiding access to critical supplies and the resources needed for immediate response. Activities through the CERP will consider an FCV-sensitive approach, which involves understanding the pre-existing local fragility, conflict, and violence dynamics and ensuring that activities such as aid distribution are not exacerbating tensions. The main categories of activities supported by the CERP include: (i) emergency livelihood support to households; (ii) provision of essential emergency supplies and services; and (iii) emergency response coordination and management. Given the CERP’s focus on providing rapid financing for immediate crisis response, each activation of the CERP will be implemented within a 12-month timeframe. The negative list of non eligible expenditures is included in the CERP Manual.
