Description
Description | Component 1: Strengthening Oversight and Management of Fiscal Resources (US$ 4 million). The overall objective of this component is to support the development of a Treasury Single Account (TSA), including the necessary legal and operational prerequisites, capacity building, and change management. In the long term, the TSA will allow for the centralization of payments, including the payment of civil servant salaries, which will support more effective budget execution as well as a reduction in the accumulation of arrears. Sub-Component 1.1: Implementing the Treasury Single Account (US$ 2.5 million). The objective of this sub-component is to support the establishment and implementation of a unified structure of government bank accounts via a Treasury Single Account (TSA) system. This objective will be achieved through the provision of technical assistance to implement the three-year TSA roadmap, the consolidation of public accounts into the TSA, the development of the necessary legal and institutional framework, as well as capacity building and change management to support TSA implementation. Sub-Component 1.2: Acquisition and Implementation of a Core Treasury Banking System (US$ 1.5 million). The objective of this sub-component is to support acquisition and implementation of a Core Treasury Banking System once key legal, organizational, and operational pre-requisites are in place. Component 2: Strengthening Human Resource Management Systems and Practices (US$ 7 million). The overall objective of this component is to improve systems and processes for HRM, wage bill, and pension management. This objective will be achieved through technical assistance, capacity building, and change management to ensure the soundness and integrity of the selected HR data and processes and to put in place the analogue foundations for a robust integrated Human Resource Management Information System (HRMIS). In the long run, stronger HR processes and analogue foundations for digitizing HR and payroll business processes will allow for better management of the public sector establishment head count, reduce inefficiencies through the removal of duplicate and ghost workers from the payroll and pension system, and more effectively oversee the deployment of public servants, including in the education sector. The Component provides support across government ministries with special attention to addressing HR challenges within the education sector, in line with the recently approved Teacher Career Law. Component 3: Strengthening Capacities for Core Government Functions (US$ 4.0 million). The overall objective of this component is to strengthen the capacity of civil servants in select common functions so they can better facilitate implementation of public policies and service delivery. In addition, assistance will be provided to support a PIU to overall manage the project. Sub-Component 3.1: Capacity Building for Core Government Functions (US$ 2.5 million). The objective of this sub-component is to provide targeted trainings programs to build capacity for core government operations, including financial management/accounting, procurement, monitoring and evaluation, and social and environmental oversight. Sub-Component 3.2: Establishing a Project Implementation Unit (US$ 1.5 million). The objective of this sub-component is to establish a PIU that will ensure overall project management. Sub-Component 3.3: Contingent Emergency Response (US$ 0.0 million). The objective of this sub-component is to facilitate re-allocation of project funds to support emergency response and reconstruction in the event of an eligible crisis or emergency, including those related to climate change. The sub-component would draw from the uncommitted grant resources under the project. |
