Description | The Contingent Emergency Response Project (CERP) is aligned with the Country Partnership Framework (CPF) for the period FY2018-FY23, which supports Guinea's National Economic and Social Development Plan (PNDES) 2016-2020 updated in 2021. The proposed CERP project will contribute to crisis preparedness and emergency response in providing a structured approach for rapidly deploying funds in the Bank existing portfolio more flexibly and effectively to deliver a rapid response when crises occur. In the event of an eligible crisis and if the CERP is activated, several immediate response needs would be supported through the operation, as applicable given the nature of the crisis. This is intended to mitigate the immediate impacts of crises on vulnerable populations by aiding access to critical inputs and additional technical assistance provided to ensure the efficient and effective utilization of the resources, optimizing the recovery process, and enhancing the resilience of affected people. The activities supported by the CERP include: (1) Emergency Livelihood Support to Households: The CERP will provide direct emergency income support to people/ households affected by disasters by scaling cash transfers and cash-for-work programs; (2) Provision of Essential Services/Supplies: Support will be provided to sustain delivery of critical services and accessibility of supplies during and after emergencies; (3) Emergency Response Coordination and Management: Support will be provided for incremental operational expenditure incurred by the government for response and early recovery efforts including, inter alia, evacuation procedures, shelter administration, additional transportation costs (i.e., gasoline and use of other transportation), increased electricity bills for the public sector, staff overtime and rental of light and critical machinery (i.e., generators for emergency and shelter operation, equipment for removal of debris, etc.). It is also envisaged that technical assistance may become necessary include sourcing international and local specialized expertise (consultancy) to support recovery, provide just-in-time technical assistance, and/or support preparation of technical documents for procurement, environmental and social instruments for implementation needs. |
