The development objective of Coronavirus (COVID-19) Crisis Response Development Policy Financing Project for Guinea and pillars of the DPF are to: (i) protect lives and livelihoods in the context of the Coronavirus (COVID-19) emergency; and (ii) protect the future by supporting financial inclusion and debt transparency. This operation is a stand-alone operation that aims to mitigate the impact of the Coronavirus (COVID-19) crisis. It supports the implementation of the government’s Coronavirus (COVID-19) economic response plan by focusing on the implementation of key measures. The operation is aligned with the government of Guinea (i) Response Plan to the Coronavirus (COVID-19) crisis; and (ii) Plan for Economic and Social Development (Plan National de Développement Économique et Social, PNDES). Guinea has limited fiscal space to respond to the Coronavirus (COVID-19) crisis and overcome its economic and social impacts. The DPF is part of the World Bank Group’s (WBG) interventions to help Guinea with the Coronavirus (COVID-19) crisis. The first s pillar includes policy measures to strengthen institutional capacity of the health sector by adopting standard operating health procedures and facilitating access to Coronavirus (COVID-19) related medical product. The second pillar includes policy measures for recovery by facilitating access to mobile money accounts and finance for vulnerable populations and Micro, Small and Medium-Size Enterprises (MSMEs) and enhancing debt transparency.
