Guizhou Environmental Infrastructure Project

In September 2003, U.S. based Hans Technologies Inc. (HTI) signed a 20-year BOT Agreement with Bijie Prefecture of Guizhou Provincial Government for the Guizhou Environmental Infrastructure Project (GEIP) which consisted of 16 projects including water, wastewater, and landfill facilities for six counties of the Province. The project was expected to benefit more than a half million people in six counties in the Western Chinese province. The project was 100% owned by Western Water (Bijie) Corporation, a subsidiary of Western Water Corp (Hong Kong) which in turn was wholly owned by HTI (California). The American company’s committed investment for the initial phase of the project was US$150 million towards the cost of the new treatment plants. The inital phase of the project reached financial closure in June of 2004 when China's Construction Bank committed a loan of US$30 million, yet the first phase had been under the construction since the Grand Opening Ceremony of January 15, 2004, with the initial equity fund of US$5 million from the WWC (Hong Kong) for the local civil works through Chengdu Railway Engineering Corp, the EPC of the project. The initial phase of the GEIP included construction of four water supply plants to be built in Dafang, Nayong, Hezhang and Zhi-jin counties in Guizhou. The construction period for this project was initially 2 years. By end 2005, the company had built two water plants with a daily treatment capacity of 25,000 tons and 20,000 tons of water respectively, supplying for a total of 150,000 people in two counties in Guizhou.
