The proposed results-based lending (RBL) program aligns with Gujarat's vision of becoming a global industrial hub through the program's outcome of an increased workforce with skills for priority industries. This will be achieved through two key outputs: (i) strengthening the institutional foundation and managerial capabilities of the Kaushalya: The Skill University (KSU) network; and (ii) enhancing access to quality skills training for priority sectors, incorporating frontier technologies. The program also prioritizes support for socially disadvantaged and marginalized groups, including women, enhancing their access to employment-oriented skills in key sectors. Through this process, the RBL program aims to transform the governance and performance of the technical and vocational education and training (TVET) system in Gujarat, setting a benchmark that can be replicated in other states.
