Gujiao City Xishan Coal Gasification Company Sewage Treatment Plant Renovation Project

The project comprises the renovation and operation of a sewerage treatment plant, treating industrial sewerage, located in Taixin Integrated Economic Zone, Gujiao Area, Shanxi Province, North China. A concession of 30 years has been awarded to a consortium of the companies China Engineering Environmental Technology Co., Ltd., China IPPR, and China National Engineering Corporation (Hong Kong) Co., Ltd. under ROT model. The name of the project company is China Engineering Environmental Science (Gujiao) Water Co., Ltd. There is Government support to the project, but the amount has not been stated. The total investment is $13.18m, out of which $3.48m are to be debt-financed by two of the the concessionaire companies (lenders are not available) and $2.1m is their equity contribution, and $0.92m are added as private capital, invested by China National Engineering Corporation (Hong Kong) Co., Ltd. (35% share). The tota lequity share contributed by the state and private shareholders is 9.7. The state implementing agency is Gujiao City Urban and Rural Administration Bureau. The state has 20% shareholding share in the partnership company. The start time of the concession is August 2024 and the reconstruction completion is planned for December 2025. The total treatment scale is 6000m³/d. The existing land and removable buildings and structures in the original plant area are used for renovation design. The renovation of the collection and delivery pipeline system outside the plant area is not considered (all are reused). The construction content of this project includes the process equipment, civil engineering, pipeline engineering, equipment and installation engineering, electrical engineering, and automatic control engineering of sewage treatment renovation; sludge treatment is only responsible for the dehydration of sludge, and the transportation of dehydrated sludge is solved by the factory; odor is treated separately and discharged at a height of 15m after passing the test. https://www.tzxm.gov.cn:8081/aweb-ui/#/ppp/project-publicity/project-publicity-list
