The Rs 500-crore Guru Gobind Singh Technical University project in Ropar's Chamkaur Sahib was initiated during the Congress regime when Charanjit Singh Channi was the Technical Education Minister. Rs 150 crore had already been spent before the Congress term ended, but the project has since been abandoned. The current government has shelved the project without justification, leading to criticism. The university was constructed in a low-lying area with poor site planning, causing significant issues. Talks are ongoing with Central government institutes to find a viable use for the unfinished building. The campus was envisioned to be a state-of-the-art facility and a centre of excellence under a skill development scheme of the Centre, expected to operate in partnership with a major industrial player. A court stay has been ordered on acquiring additional land for the project, with land acquisition estimated to cost Rs 19.76 crore, funded by IKG Punjab Technical University (PTU).
