The Bethlehem 2000 Project aims to 1) strengthen the economic and cultural base of the Bethlehem area municipalities and foster their sustainable development through tourism promotion and product development; 2) strengthen the infrastructural, financial, and managerial base of these municipalities; and 3) begin to foster preservation of cultural assets in the West Bank and Gaza by initiating a national process of policy and institutional reform and capacity building. There are four components. Component 1 prepares for and manages the celebrations by funding development and promotion expenses, construction management expenses, and capital and operating expenses. Component 2, supporting infrastructure and cultural heritage rehabilitation works, includes road improvement, water and sanitation works, and support for the Bethlehem 2000 Project authority, area municipalities, and the department of antiquities in rehabilitating the historic cores of Beit Sahor (as well as one historic building) and Beit Jala. Component 3 strengthens the capacity of area municipalities to plan, manage, and maintain municipal infrastructure and services; and supports policy and institution reform and development for cultural heritage authorities. Component 4 provides overall project monitoring and reporting support.
