Description | The objectives of the Village and Neighborhood Development Project (VNDP) in West Bank and Gaza (WBG) are to promote a coordinated development approach which builds the capacity of communities to plan for and manage development resources. There are three components to the project. The first component is the implementation of subprojects using a Community Driven Development (CDD). VNDP will provide block grants to marginalized communities in WBG to finance projects identified through a participatory mechanism. The second component is the capacity building for communities and Local Government Units (LGUs). This component will provide resources necessary for accompanying communities throughout the four-year life of the project in implementing component one. VNDP will provide capacity building and coaching services to communities during project implementation. This will include facilitation and community mobilization to enhance community participation, preparation of Area Development Plans (ADPs), project proposals, and implementation guidance on technical and fiduciary aspects. Capacity building will also enable communities to leverage funds from other sources (including their own resources) and to improve coordination with line ministries and other actors within the area to implement ADPs. Finally, the third component is the institutional support for the counterpart institution. This component will support Ministry of Local Government (MOLG) to supervise implementation of the project by communities, including promoting the participatory planning processes and maintaining a knowledge base for local development. It will support MOLG at both the central and local levels in taking the lead on setting standards and policy directions for community development. |
