The development objective of the Government Services for Business Development (GSBD) Project for West Bank and Gaza is to improve the ability of the Ministry of National Economy to deliver timely, efficient, and quality business development information, data and services to target beneficiaries, including to Micro, Small and Medium Enterprises (MSMEs), women business owners and other marginalized groups, to promote business development. There are three components to the project. The first component is capacity building to support private sector development. The object of this component is to provide assistance to Ministry of National Economy (MoNE) in delivering efficient and reliable data, information and services to companies in the West Bank and Gaza. Sub-components include: (a) creation of the business development unit; (b) business development strategy capacity building and implementation; and (c) private sector development communication and outreach. The second component is modernization of Information Communication Technology (ICT) infrastructure and services for business development. Sub components includes: (a) improvement of ICT infrastructure and capacity at MoNE; and b) establishment of a government business electronic platform. The third component is project management. The project will strengthen MoNE's and the Project Implementation Units (PIU's) capacity for project management and monitoring and evaluation through, inter alia, provision of goods, consultants services, including audit and training, and financing of incremental operating costs. MoNE is new to implementing World Bank (WB) projects and an assessment of its coordination capacity (including for procurement and financial management) identified additional support needed. Four key experts will be hired for the PIU, namely a project coordinator, procurement specialist, financial management specialist and administrative assistant.
