Description | A local private company Chongqing Kangda was granted an agreement in November 2008 to construct Haerbin Qunli Wastewater Treatment Plant with a total capacity of 150,000 cubic meters per day in Haerbin City, Heilongjiang Province. The project was procured via competitive bidding. Chongqing Kangda would operate the facilities for 30 years before transferring them back to the local government. The total investment was RMB 389 million (US$ 55.65 million) and Chongqing Kangda owns 100% of the project. |
