In March 2004, a US registered company North America Envirotech Ltd. formed a joint venture with Tsinghua Tongfang Co. Ltd. to sign a 25 year agreement to build and operate a sewerage treatment plant in Haerbin City, Heilongjiang Province. The plant capacity was 325,000 cubic meters per day.
